A browser, a network and a search engine do different jobs
Tor search means different things depending on which part you mean. What Tor Browser does, what the Tor network does, and what a search engine adds to neither.

What is Tor Browser?
Tor Browser is browsing software that renders pages and routes its browsing traffic through the Tor network, with privacy-oriented behavior built in. A browser is the part that displays a page and handles your interaction with it; it is not itself an index of anything, so it cannot tell you what exists. An ordinary browser viewing this service does not become Tor Browser.
What is the Tor network?
The Tor network is the transport underneath: it carries traffic between your software and a destination, and it is what makes an onion address reachable at all. Onion services provide service-side addressing and access within that system. These are network functions. They are not a guarantee that information is indexed, current or true.
Search engine
A search engine discovers and ranks indexed material. A research system may retrieve and summarize allowed sources. Searching and opening a source are separate actions with different capabilities and exposure.
Is Tor a search engine?
Tor is not a search index. Tor Browser is software for browsing through Tor, and its search field can send a query to a search engine. The Tor Project currently documents DuckDuckGo as its default. A search engine having an onion version does not mean that all its results are onion services. The transport you use to reach a search page and the collection that page searches are separate choices.
Choose the tool for the job
If you know the exact official address and want to visit it, you need a compatible browsing workflow. If you want to discover references to a topic, you need an index with relevant coverage. If you want an explanation supported by several passages, you need a research workflow that preserves those passages and their sources. Imagine comparing a publisher’s two public statements. A list of links helps you find them, but does not perform the comparison. An answer can perform the comparison, but should let you inspect the statements yourself. Decide which output you need before judging a tool by its result count.
Questions to ask an onion search provider
Ask whether the result came from an onion page, a normal web page discussing onion services, or an archived record. Ask how recently it was checked and whether you can inspect the original passage. Ask what the provider retains about your query. These questions produce a useful comparison even when two services have different interfaces. If a product does not explain its source classes, label coverage as unclear. Do not infer Tor Browser’s privacy behavior from a search box containing the word Tor. Consult the product’s own current documentation for that product’s actual behavior.
